Q: "Who is it that enforces that taxes are being paid?"

A: The people who are in charge of making sure taxes are paid is the IRS (The Internal Revenue Service). Each year when people file their taxes they are sent to the IRS and they are processed. If you paid more than you were supposed to in income tax you will likely get a tax return. However, if you work at a job like a waiter you have to report your earning and you might owe more taxes.
